MICSL personnel have in-depth experience in all aspects of the decommissioning process. Our decommissioning team provides a complete package of project services for the safe, economic and environmentally acceptable removal of subsea infrastructure.

STRATEGY DEVELOPMENT

In full consultation with the client, MICSL’s Decommissioning team carries out a feasibility study on the available options for equipment and pipeline removal.

The strategy considers the most likely options from a safety, environmental, legislation and cost standpoint.

This includes:

  • Engineering assessment of decommissioning options, including structures to be left in situ and disposal options
  • Preliminary cost / benefit analysis for each identified option, based on risk, recovery of infrastructure, HSE and technical limits - High level assessment of the environmental risks
  • High level estimate to the net CO2 emissions or energy use
  • Decommissioning cost estimate for the selected decommissioning strategy
  • Presentation of findings to client’s management team

PLANNING

Following approval of the selected decommissioning strategy, MICSL commences the planning process, which covers:

  • Preparation of the Environmental Impact Assessment (EIA)
  • Front-end well abandonment equipment stress analysis
  • Preparation of the waste disposal strategy report
  • Development, issuance and evaluation of Invitation to Tender (ITT) packages for the hire of equipment, vessels and services
  • Attendance and support at local progress / review meetings- Consultation with regulatory bodies including DECC (Department of Energy and Climate Change), JNCC (Joint Nature Conservation Committee) and SFF (Scottish Fishermen’s Federation) for the various assessments specified above
  • Application for required permits, eg well abandonment, oil spill contingency plan, (Food and Environment Protection Act) FEPA licence for deposits, navigation notice
  • Development of offshore procedures and work books

EXECUTION

During the Execution phase, MICSL fully project manages all phases of the decommissioning project and provides experienced and qualified personnel. Services include:

  • Project management of the offshore work
  • Provision of qualified client representatives
  • Management of 3rd party interfaces
  • Disposal of recovered items from decommissioning project
